Rep. Hank Johnson introduces federal death penalty reform

US Rep. Johnson from Georgia has introduced the Effective Death Penalty Appeals Act (HR 3986), a bill that would provide relief for people on death row with compelling evidence of innocence.  The current Antiterrorism and Effective Death Penalty Act prevents many such appeals from being filed by death row inmates -- like Troy Davis, for one -- even though preventing appeals on the basis of innocence was never the law's intention.  Rep. Johnson's bill restores the spirit of the law and allows those with new evidence to have their day in court, to prevent others from being denied justice the way Troy Davis and so many others have been.
